Why can't I set my character's name with a word that doesn't exist in the Ranking Board?

There are several potential reasons a character name doesn't show up in the Player Ranking board even though it exists in the game:

1. Characters that have been restricted.
2. Characters created in less than 24 hours.
3. Characters that have not completed the 1st Job Advancement or are below level 10.
